Many states promote Multi-tiered System of Support (MTSS) as a way for districts and schools to implement
evidence-based practices to effectively address academic, behavioral, social and emotional learning needs.
We have learned much about system-level engagement across state, district, school, and community arenas
that promote transformation and sustainability. This session will unpack lessons learned and research
outcomes related to Equity-Based MTSS and will share SWIFT’s Equity Report Card tool for participants
to use to initiate or revisit needed dialogue.
Session 2: Resources from the Deaf-Blind TA Network for Students with the Most Intensive Support Needs

State Personnel Development systems have been modeled on a multi-tiered system of support in which students with the
most intensive support needs receive intensive interventions at tier 3. It is in this context that the National Center
on Deaf-blindness (NCDB) recommends that personnel be trained to provide the recommended supports to one such group of
students - students with dual sensory loss. A great many of the NCDB training resources and state level technical
assistance offerings to be presented during this session are applicable to any student needing intensive support
building communicative competence and accessing the general education curriculum.

Session 4: Implementation capacity, system fidelity, practice fidelity, oh my!

This session will provide an overview of the different constructs of implementation capacity, system
fidelity, and practice fidelity. Specifically the overview will include the rationales for measurement in implementation
work, functions they serve, and implications for virtual data collection. Participants will work with case
illustrations of the different types of data to problem solve common implementation dilemmas.
Session 5: TIES, Including Students with the Most Intensive Needs

The session will provide an overview of TIES Center resources and activities and share some select
resources in more depth. The TIES Center is the national technical assistance center on inclusive
practices and policies for students with significant cognitive disabilities.
Session 6: Accelerating Learning for All Learners

The New Teacher Project (TNTP)
Reimagining education through the COVID-19 pandemic requires abandoning preconceptions of academic
remediation and adopting an All Means All approach to accelerated learning that proactively attends to the needs of
students who have historically existed on the edges of instructional systems. Traditional strategies for
catching students up will only inhibit equitable access to grade-level work and reinforce low expectations
for students with learning and thinking differences, so the time is now to radically update inclusive
practices and mindsets that accelerate learning for all.
Session 7: Inclusive Leadership

This session will highlight states’ work through CCSSO’s Advancing Inclusive Principal Leadership (AIPL)
State Initiative in partnership with the CEEDAR Center and Oak Foundation and feature the work of the
Georgia team. State leaders from the Georgia Department of Education will reflect on their current work
and progress and where they are planning to go next over the coming years.
Session 8: Collaboration to Maximize Data Collection and Reporting: Spotlight on Iowa's SPDG Spotlights

This session will share the format, data collection, and analyses related to Iowa's SPDG Spotlight briefs.
Emphasis will be placed on the collaborative process used to ensure end-to-end quality reporting.
The session will also provide a brief overview of Iowa's Specially Designed Instruction initiative and
how the evaluation reporting was used for the purposes of improving the initiative and documenting its
impact on teaching and learning.
